2007 Civic Intermittently Won't Start (no lights)

I have a 2007 Civic, and sometimes when I turn the key, the car doesn't start at all, and no lights turn on. There are no lights even if I turn the key just to the step where the lights are supposed to turn on without starting the car. This happens at most once every month or two. Usually I can wait a few minutes with the car off and then try again, and the lights turn on and the car starts.

I don't think this can be a starter problem, since there are no sounds of the starter motor doesn't even try to turn and no lights turn on.

I don't think this is a battery problem, since if the battery was to dead to light up any lights, how would it suddenly become charged enough to start the engine?

I assume this is an electrical connection problem. Which connections are likely to be at fault and how can I check them?
