What is this part? - Mitsubishi Lancer

Hi there. I have cracked & bent rims on my 1989 Mitsubishi Lancer GLX and upon installing new ones I hit a speedbump. There is some kind of plate attached by bolts between the brake rotor and the rim and I noticed that the previous owner drilled holes in the rim itself to cater for the bolts' heads sticking out. Any idea what this is and if it can be removed? I don't want to drill into a brand new rim.

It looks to me that the previous owner installed a set of alloy rims that didn't fit the standard Lancer bolt pattern. What you see are adapter plates that have been either modified or even home-made so the alloy wheels will fit on the car.

You can also say that these are wheel spacers and it is used to move the rim away from the brake. It seems that they are not branded made by locals so the ex-driver has to make holes in rim.
